The following work has been derived from multiple accounts of Father Benjamin Rossi's expeditions to begin early Foundation activity in the American West. With permission from the higher-level officials of the Foundation history departments, documents regarding our organization's founding have been declassified for all personnel granted Level 1 universal access and above.1 This series is intended to act as a narrative summary of the Foundation's beginning and tentative first missions.
Father Rossi was installed by the collective agreement of the newly formed O5 Council in 1866. As the end of the American Civil War was fully seen forth, the powers priorly working under the established order of fundatio had seen it proper to organize more closely. Edgars argues that the small yet brutal bouts of Confederate and Union anomalous warfare was worrying to a nascent Foundation, who knew from the still recent Fifth Occult War the potential damage caused by a spread of unnatural warfare.[1]
