Normally, parallel universes don't interact with each other. They stay on their own paths. Even if there are individuals in these universes going between them, the universes themselves typically don't have any effect on each other. Like two waves moving in parallel, they will never overlap.
But these general rules always have exceptions. Some parallel universes, for whatever reason, approach others on the extradimensional plane. Where these two universes meet, like two waves approaching and overlapping, there will be interference on both sides.
This interference will shake the stability of reality. At first, this will manifest in EVE waves of ever-rising intensity, but as the two universes approach each other, things near the intersection point will slowly mix together, with things that are unique to one universe causing stronger effects. Eventually, reality between the two universes will collapse and reform, creating a new, combined universe.
The Foundation refers to these intersecting parallel universes as "phases". They refer to their own baseline reality as the "Left Phase", and the universe it is intersecting with as the "Right Phase".
Permeating every aspect of the world of the Right Phase, divine energy is the most precious legacy given to the inhabitants of the Right Phase by the gods. All life in the Right Phase flourished under the power of this divine energy, to the point of gaining superior intelligence and talent, and becoming one of the many species of the Right Phase.
All natives of the Right Phase possess an innate power to harness divine energy. They invented a technique to manipulate objects, affect nature, and distort reality through this divine energy. This kind of divine energy-based power, known as "thaumaturgy", was the power that allowed those left behind after the "Twilight of the Gods" to reestablish themselves in the world, creating a civilization based around thaumaturgy.
Divine energy was once thought of as a non-renewable resource, and a depleting one at that. This culminated in a "thaumaturgical doomsday" where divine energy was entirely used up, which lasted until a group of human explorers discovered a source of divine energy in a ruin left behind from the era of the gods. Since then, natives of various species have lived in cities built around the "solar furnaces" discovered this group later known as the "foundation-layers", and replicas of such. Each and every solar furnace disperses divine energy to a large area around it, single-handedly enabling the continuation of thaumaturgical civilization.
Humans from the Left Phase refer to divine energy as "ionizing radiation", and to them it is nothing but a harmful byproduct of performing certain magical rituals. Their bodies do not have the ability to withstand large amounts of divine energy, so when working in the Right Phase, they wear specialized divine energy-blocking equipment, or unwieldy shielding clothes to protect themselves.
EVE waves are an anomalous phenomenon created when the structure of reality is disturbed. There are many reasons EVE waves can be produced, but most EVE waves are created during supernatural warfare, and most reality restructuring events have produced corresponding EVE waves.
Like a sudden spike of electric current in a circuit, EVE waves disrupt any device that runs on anomalous principles, sometimes to the point of breaking. Most devices are equipped to handle minor EVE waves by principle of redundancy, but more major EVE waves will still have a permanent impact on the nature of these devices. Extremely strong EVE waves can theoretically interfere with objects on a conceptual level, imbuing them with anomalous properties. The Department of Dimensional Anomalies refers to these high-intensity, high-speed EVE waves as EVE particle tremors, and views them as a hidden source of XK or CK-class threats.
The Left and Right Phases' conflicting realities overlapping caused the reality of both phases to be disrupted severely. All over both worlds, especially in Greater China where the conflict is centered, EVE waves of increasing intensity are being generated. Although both left and right phases successfully prevented further conflicts using the "Tremolo" program and the "Hong Shing" plane of existence, the "Tremolo" program's backlash caused an unprecedented wave of EVE particle tremors in the Greater China region of the Left Phase, creating several highly dangerous anomalies in the area.
The Zhujihui are the greatest anomalous organization in the Right Phase. Their founders, called "foundation-layers", discovered a "solar furnace" capable of creating divine energy while exploring a ruin left behind from the era of the gods. They opened up the solar furnace, bringing an end to the crisis caused by depletion of divine energy. They collected information left behind by the original owners of the ruins, following in their footstepts of securing, containing and protecting anomalies. With reference to the owners' name in the language of the gods, "Foundation", they called themselves the Zhujihui, meaning "foundation-laying organization" in Chinese.
Their members are known as "scholars", and have a rigorous hierarchy. The higher-ranking scholars control their own scholarly towers, where they experiment on and research anomalies they have contained. The original 13 "foundation-builders" and their successors became the "Sages' Council", managing the entire Zhujihui.
As time continued, the Sages' Council became more and more corrupt and distorted their predecessors' principles, becoming a group of thieves stealing anomalous and magical items from around the world, hated by all. In the end, following the "Perishing of Machinery and Cogwork" and the "Gravediggers' Rebellion" shortly thereafter, the Zhujihui finally collapsed.
At this point, a group of scholars who claimed to have received the legacy of the gods in a ruin and understood the true spirit of their predecessors staged a revolt and overthrew the Sages' Council. They stepped forward in the crisis caused by the overlap of the Left and Right Phases and created a pocket dimension, known as "Hong Shing", at the cost of the near destruction of the Zhujihui itself to prevent the impending disaster. The remainder of the Zhujihui hid in Hong Shing, and with the help of the Foundation from the Left Phase, they recovered and regained their influence, retaking their position on Hong Gong and the rest of A Mary King.
The early Zhujihui's actions can be regarded as a poor imitation of the original "Foundation" from the era of the gods, far more aggressive than other anomalous organizations. To easily and quickly obtain anomalous objects, they took drastic and reckless measures, often causing large-scale civilian casualties. Following the revolt, the actions of the new Zhujihui have become very close to the actions of its Left Phase counterpart, the Foundation.
When the People's Republic of China officially established a presence in Hong Shing's affairs, a special police force was created with the support of the Left Phase's Foundation to maintain law and order in Hong Shing, investigating criminal cases in the area.
This group, by name, is a department under the the Hong Kong Police Force; its full name is "Hong Kong Police Force Hong Shing Department". As the area it is responsible for is an anomalous zone, the Hong Shing Police Department is heavily protected by regulations, and does not appear in official documents of the Hong Kong Police Force, and its officers are selected from those with experience with anomalous or supernatural incidents.
As Hong Kong's anomalous community is rather small, personnel with experience handling the anomalous are hard to come by. As such, the Foundation, official anomalous organizations in China, and the Ministry of State Security's Anomalous Matters Bureau have all assigned personnel to the Hong Shing Police Department to provide assistance.
Also known as the "19th Bureau", the "Relevant Group"'s Anomalous Matters Bureau has a presence in the Hong Shing Police Department, and in addition to being responsible for maintaining order in Hong Shing, the 19th Bureau is responsible for driving out anomalous groups from other countries in the Left Phase, acquiring the divine energy-based technology of the Right Phase, and various other political purposes. Even before Hong Kong's return to China, the "Relevant Group"'s agents had already infiltrated Hong Shing and prepared for operation in the area.
The United State of A Mary King is a major power in the Right Phase, controlling over 90% of Far Asia's inhabitable land, as well as islands in the neighboring ocean, including a special area located in the anomalous area connected to Hong Gong Islands, Yueguang State, known as "Hong Shing Autonomous City". The population of A Mary King is 85% human, 10% ursine humanoids, 4% draconic, with the remaining 1% being various minority groups. The political system is a federation of several states, similar to the United States of America in the Left Phase.
The United State of A Mary King is heavily against magic, and has previously carried out the "Prevention of Magic Act", infamous among Right Phase paranormal society. The act sentenced the thousands of thaumaturges and magicians in the country to death, causing many to flee to neighboring countries that were more tolerant of magic, as well as to Hong Shing Autonomous City. The A Mary King elite's aversion and hatred even led to the "Sky Wall Painter Riot" in Hong Shing, causing the A Mary King government to lose its direct control of Hong Shing Autonomous City.
The Unusual Incidents Unit of the A Mary King intelligence organization, the Federal Bureau of Investigation, is the primary anomalous organization in A Mary King, responsible for monitoring, preventing and dealing with anomalous or magical crimes. Its Hong Shing division is the primary law enforcement organization in Hong Shing and is responsible for some of the law enforcement in Hong Shing. Although the UIU of A Mary King is against the use of magical tools, the Zhujihui has consistently been a reliable partner of the UIU, and the Zhujihui has required the aid of UIU and A Mary King military in some of its activities.
Hong Gong is a directly governed city in the south of A Mary King's Yueguang State. Because the governed area consists of over 200 islands of various sizes, it has also been known as the Hong Gong Islands. Hong Gong is located at the mouth of the Yue River. The islands serve as a trade hub and military port for A Mary King, owing to the deep-water ports on the islands.
In the distant past, when the United State of A Mary King had not been established, Hong Gong had been colonized for a long time by explorers from the Melica region. It is said that the explorers were invaders from the Azka Empire expanding west, separated from their fleet in a storm and eventually landing on the "Strange Western Land" they had originally planned to conquer. With the information they had gained from the ruins left on the island, they named the land they stood on "Hong Gong" and established themselves on the land. When the United State of A Mary King expanded south, the inhabitants of Hong Gong surrendered to the A Mary King army and became a directly governed city of A Mary King.
Because many of the islands' original residents were descendants of those from Melica, Hong Gong's architecture and culture mostly preserved traditional Melican elements. With the addition of Hong Gong being a prime location for a port, Hong Gong quickly became a blend of all cultures of the Right Phase. Besides, even in the era of the gods, Hong Gong was a bustling settlement, so there are plenty of relics of that era in the area. Among these, the largest is the Yandunshan Ruins, excavated by the Zhujihui in recent times. Thus, the Zhujihui has built a large number of scholars' towers to carry out research and guard the area.
Hong Shing is a pocket dimension, extradimensionally situated between the Left and Right Phases. It is an anomalous enclave located between the Left and Right Phases.
Hong Shing was created by the Zhujihui of the Right Phase, and was used as a wedge between the Left and Right Phases to prevent reality conflict. After they discovered the mistake they had made, the Zhujihui led their remaining powers to the center of the conflict, Hong Gong Islands, and through the blood, sweat and tears of the scholars and the aid of their collected anomalous items, opened a pocket universe stuck between the two phases, stopping the interference between the two. The remnants of the Zhujihui also hid in the newly created Hong Shing.
Hong Shing's geography is a combination of the specialties of Hong Kong in the Left Phase and Hong Gong in the Right Phase. There are plenty of gateways scattered throughout Hong Kong and Hong Gong that lead to Hong Shing, most of which are nominally controlled by China and A Mary King. Some of these entrances are cross-phase entrances. A small number of these entrances are directly controlled by the Foundation and the Zhujihui, while many others are indirectly controlled through the power of these organizations despite belonging to the government or other organizations.
To maintain Hong Shing's existence, the Zhujihui cooperated with the Foundation of the Left Phase. In thirty years, they have secretly transformed Hong Shing into an anomalous hub comparable to Three Portlands, stabilizing the pocket dimension through activities conducted within the city on a daily basis and strengthening the sky wall which prevents the two phases from closing in on Hong Shing.
Just like Hong Kong and Hong Gong, Hong Shing's unique location and history mean it is a city where the cultures of the Left and Right Phases combine. In Hong Shing, you can see both machinery from the Left Phase and divine powers from the Right Phase. The cultural exchange also produced a new group of anartists, their art having become a trademark of Hong Shing's culture. Among these anartists is a group that uses anomalous techniques to paint onto the sky wall, known as sky wall painters, who have made indelible contributions to both the appearance and strength of the sky wall.
Hong Shing was once a city administered by the United State of A Mary King from the Right Phase, but after the Sky Wall Painter Riot, A Mary King lost all jurisdiction over the city and Hong Shing is now a neutral city recognized by both the Left Phase's People's Republic of China and the Right Phase's United State of A Mary King.
In parallel universes, it's probable that each universe could have its own version of the same thing. These versions all go about their own lives, but they will always have some things in common.
Counterparts between the Left and Right Phases, due to the effects of the phase conflict, began to mix together and merge. This merging process has been disrupted, but some of the people born in one phase took on features of their counterparts in the other phase, such as physical appearance, luck, and abilities, and vice versa. When counterparts are in the same dimension, they can feel the presence of other counterpart.
The Left Phase refers to this as "duplicate selves", and the right phase refers to this as "inverted reflections".
In some extreme cases, the two counterparts merge into one, usually resulting in both dying; however, there are some cases of survival.
As the duplicate selves/inverted reflections theory says, anything that you can see in one world probably has a corresponding version in another world. But because the two worlds' environments are different, there can be differences between the two versions.

Depending on the organization, some have fought, some have cooperated, and some have even tried to explore the new world on the other side that they have not known until now.

At this point, the divine energy-based civilization of the Right Phase had reached new heights. However, it was then that divine energy researchers warned that the global concentration of divine energy was slowly decreasing, and "divine energy deserts" where no divine energy existed were slowly growing. Realizing this, each country started using as much divine energy as possible while ramping up wars against other countries to stop them from using divine energy. However, some researchers estimated that all divine energy in the world would be used up within 100 years, removing the very foundations on which civilizations relying on divine energy stood. |

The Foundations
A group of explorers later referred to as the "foundation-layers" discovered the existence of a "solar furnace" in an ancient ruin. By opening up the solar furnace, they could reliably provide a large area surrounding it with divine energy for a long period of time. They brought this discovery back to their native land of A Mary King, and news of the discovery spread all over the world. Every race and culture followed one by one, discovering solar furnaces in ruins or creating functioning replicas. The crisis of divine energy depletion that plagued an entire generation was solved for good, and the discoverers of the solar furnace were bestowed a huge monetary reward by all the rulers of the time. The foundation-builders took this prize money and the information they had gathered from the ruins and used it to recruit talent in order to follow in the footsteps of the gods. In the same year, they established the Zhujihui, an organization made to secure, contain, and protect the anomalous. Over the next hundred years, they became the largest anomalous organization in the Right Phase. |

During the Battle of the Somme, the largest and most intense battle of the Sixth Occult War, there were reports of soldiers' magic-based equipment failing and even backfiring. One of the predecessors of the Global Occult Coalition, the International Center for the Study of Unified Thaumatology, discovered the existence of EVE waves, and showed that EVE waves peaked in intensity during each Occult War. This discovery led to a reform in military-use paratechnology. After the war, the International Center for the Study of Unified Thaumatology was brought under the banner of the League of Nations. This was one of the main turning points leading to their joining of the Global Occult Coalition. |

The Perishing of Machinery and Cogwork
In order to retrieve a number of anomalous items related to the Broken God located in the Holy City of Gears, the Zhujihui used a large anomalous ritual to bombard the guardian beast of the Holy City of Gears without warning, successfully destroying the beast and making off with several anomalous items related to the Broken God. The aftershocks of the bombardment destroyed the Holy City of Gears, causing a large number of casualties among both the believers and the common people. This incident led to an increase in negative views of the Zhujihui, and many groups started to boycott or attack them. Since then, the Zhujihui started to decline. |

The International Center for the Study of Unified Thaumatology, having formally joined the Global Occult Coalition, began to monitor the EVE waves in the Greater China area, which would grow in intensity each time they occurred. This was the first signs of the Right Phase interacting with the Left Phase, but because the International Center for the Study of Unified Thaumatology did not know much about higher dimensions, they could not ascertain the reason for these EVE waves. In the 1970 meeting between the GOC and the Foundation, the Foundation came to know this as well. |

Gravediggers' Rebellion
Following the "Perishing of Machinery and Cogwork" incident, the Zhujihui became infamous among the people. At this point, some of the Zhujihui's highest level, the Sages' Council, began to publicly criticize the Zhujihui's continued arrogance and corruption and accused them of straying from their path and disrespecting the gods, leading over a third of the Zhujihui's scholars to leave the organization. Calling themselves "the Zhujihui's Gravediggers", they leaked a large amount of confidential information to the enemies of the Zhujihui. As a result, the Zhujihui lost a large amount of its influence and was confined to the territory of A Mary King. Ironically, one of the sages who criticized the Zhujihui was later identified as the same sage who proposed using thaumaturgy to bombard the Holy City of Gears, although he denied it in public. The Gravedigger's Rebellion was thus considered to be a plot by some ambitious outside forces to divide the Zhujihui from within using the Perishing of Machinery and Clockwork incident. |

Personnel from the Dimensional Research Department, established in 1960, also participated in the information-sharing meetings, and in the same year they discovered a parallel universe approaching baseline reality in extradimensional space. DRD personnel formally named these universes "phases" and designated the Right Phase as SCP-CN-1997. Following this, the Foundation proposed cooperation with the GOC to resolve the phase conflict problem, and with the joint effort of the Dimensional Research Department and the International Center for the Study of Unified Thaumatology, the "Tremolo" program was successfully developed and executed the next year, significantly slowing the Right Phase's approach. However, the backlash caused by the program caused a never-before-seen EVE particle tremor, leading to a large number of highly dangerous anomalies being created. In addition, the "Tremolo" program did not fully prevent the phase collision, only delay it; the danger still had not been fully dealt with… |

A task force of the Zhujihui explored a ruin controlled by the Prometheus Group and discovers information and relics left behind by the gods: the humans of olden times. The Zhujihui's scholars, who had been lost for over 200 years, finally understood their predecessors and the true meaning of their mission. The information of this legacy quietly circulated among the Zhujihui's scholars and task forces, and finally, given the chance, they overthrew the corrupt Sages' Council. However, just as the scholars who had just taken charge were planning to bring the Zhujihui back to the right path, they discovered their universe was slowly crashing into another universe, bringing an end of the world even after the crisis of divine energy depletion was resolved… |

The scholars of the Zhujihui finally discovered that this collision was all due to what they did 23 years ago, and after a heated discussion, they decided to take a stand and stop the collision. They took to the epicenter of the collision: Hong Gong Islands, in A Mary King, and laid down a ritual circle covering the whole of the Hong Gong Islands. After hearing news that the Gravediggers were sending people into Hong Gong, the Zhujihui's scholars activated the ritual circle, turning the flesh of both themselves and the rebels into the basis of a new world. This entirely new pocket dimension was wedged between the Left and Right Phases in extradimensional space, preventing conflict between the two. The remaining Zhujihui members entered this pocket dimension, eventually named Hong Shing, and made contact with the Left Phase Foundation scouts who were exploring it, signing the "Two Phases Agreement". Following this, the United State of A Mary King discovered this new dimension under the guidance of the Zhujihui and the Foundation, and established Hong Shing Autonomous City within it. |

Two Schools' Rivalry
The Left Phase's paratechnological institution, "St. Christina College", made its appearance in Hong Shing in 1992, purchasing land for a campus and an entrance from the Hong Shing government. St. Christina College's high-profile entrance upset the people at the Right Phase's thaumaturgical institution, Hang Tan College, and with the encouragement of the A Mary King Unusual Incidents Unit, the two schools' relations rapidly deteriorated, eventually leading to a secret war between the two. The two schools' external affairs departments continued the war for several months, but when the conflict began to affect standard classes, the principal of St. Christina College personally invited the principal of Hang Tan College for one-on-one talks. These talks resulted in the cessation of hostilities and the beginning of cooperation in October the same year. Following this, the principal made drastic changes in the upper management of Hang Tan College and rebranded the school to "Hong Shing Hang Tan College", becoming an independent school of divine sciences in Hong Shing. |

Returning Hong Kong
The Left Phase's Hong Kong returned to the People's Republic of China. Considering A Mary King's stance on anomalous matters had already affected the stability of Hong Shing, the Foundation and the Zhujihui decided to bring the official power of China in the Left Phase into Hong Shing. At a time when the ability of A Mary King to rule Hong Shing had been reduced due to the "Sky Wall Painter Riot", with the help of the Foundation and the Zhujihui, Hong Shing Autonomous City established independence from the United State of A Mary King, becoming a self-governing city under the joint responsibility of China and A Mary King. In order to maintain law and order, the Hong Kong Police Force established the Hong Shing Police Division, responsible for local law and order, the next year. Sky Wall Painter Riot
The government of A Mary King forcibly passed a law in Hong Shing, making all artistic techniques involving magic illegal within Hong Shing. This law made various groups in Hong Shing very unhappy, including many anartist groups, who believed this law would kill the freedom of artistic expression in Hong Shing. Following the arrest of a sky wall painter for breaking this law, a large number of artists took to the streets to demand the Hong Shing government release the painter. The Hong Shing police department, the Hong Shing division of the A Mary King UIU, took actions to suppress the demonstrations, which eventually turned into a riot that enveloped the entire East District. Because the UIU underestimated the combat ability of the artists, their agents soon found themselves overwhelmed, and in the three months of continuing unrest, many commoners suffered property damage, and the damage to the Hong Shing division of the UIU suffered heavy personnel losses and their headquarters were burnt down. The sky wall was also damaged by the riot. Eventually, the riot was stopped by the A Mary King president, Iolia Kena, who released the prisoner, retracted the law, and fired the director of the A Mary King FBI, peacefully resolving the incident. However, several of the artists involved in the riot are still imprisoned for the crime of rioting. |

Sky Hole Crisis
As Hong Shing quickly developed, increasing Hume activity caused the Foundation and Zhujihui difficulties in maintaining the sky wall. In May that year, because of a grand summer celebration, the high density of paratechnology and divine arts led to the opening of a large hole in the sky wall in the Changing Suns District's western part, causing external pressure to flow into Hong Shing through this hole. Although the hole was filled with the help of the Foundation and many other related organizations, Hong Shing suffered some of the worst losses since its foundation: the place where the celebration was held and everything around it for several hundred meters were razed to the ground with no survivors. Adding in the chaos that occurred as a result, the death toll came out to over 3000 people. At the same time, most doors towards Hong Kong and Hong Gong were rendered permanently unusable. Worst of all, Hong Shing's structure in reality took a huge hit, causing effects in both the Left and Right Phases, both of which experienced strong EVE particle tremors. In order to prevent such events from occurring again, the Foundation and the Zhujihui jointly invited various relevant groups active in Hong Shing to form the "Sky Wall Maintenance Committee", specially devoted to maintaining and protecting the sky wall and giving advance notice of any major changes. |

Oh, so you want to know what kind of canon this is?
Kong Shing Gong represents three cities that are located similarly, but are ultimately different. Looking at the name, you might think that this is a canon revolving around these three cities, but this far from the case.
Hong Kong, Hong Shing, and Hong Gong - these three cities are a bridge, a bridge connecting the Foundation's scientific world with the Zhujihui's magical world. This setting's true meaning is about when two different worlds meet, exchange with each other, and subsequently interact. Simply put, as long as the Foundation in your work is going to, or has already passed through Hong Shing and met with the other world's mystical Foundation that uses divine energy (nuclear radiation) to perform magic, your work can be part of this "Kong, Shing, Gong" canon.
Where this differs from other parallel universe stories is that these two worlds do not rely on their own methods to communicate with the other side: what connects them is a city, so there are many doors that can be opened here.
Hong Kong, Hong Shing's blueprint in the Left Phase, is a city where Eastern and Western cultures meet thanks to its history; likewise, its counterpart in the Right Phase, with a similar history, is also a city where cultures of all nations mix together. So Hong Shing, connecting these two cities, is, too, a city where cultures of the Left and Right Phases meet.
So, in this canon, there are three ways you can consider writing in:
- Left, which is to set your story against the backdrop of phase conflict, and discuss the Foundation and similar groups. What would they do when they encounter disturbances caused by the EVE waves? When a new city appears in front of them, how do they react? And how would they deal with meeting someone from the Right Phase, who controls a mystical power, hails from a strange civilization, and scatters dangerous radiation everywhere? (It could even be another version of themselves!)
- Center, which is to go from the idea that Hong Shing is a city that links two different worlds. When parascience and divine energy-based magic coexist in the same city, there are always new dangers and new opportunities. Because Hong Shing is under the protection of the veil, crazy things can always happen in Hong Shing; even crazier stuff can happen when divine energy is involved. You can try writing about some of the forces active in Hong Shing, like the Foundation, AWCY, C.C., MC&D, and so on, or you can even try having it from the perspective of someone from the Right Phase, viewing things from the perspective of a user of divine energy.
- Right, which is to write about things that happen in the Right Phase, stories that don't necessarily have to happen during the universal collision. Talk about the culture, civilization, history, and so on of the Right Phase, even the adventures of explorers excavating the ruins from the era of the gods. Because there isn't much defined about the Right Phase, you have a lot of freedom here, and anything I haven't mentioned here is entirely up to your imagination. If I were to put it simply, the Right Phase is "a Foundation-styled fantasy world where a number of fantasy races, mainly humans, in a world filled with nuclear radiation after a nuclear war, use nuclear radiation as a source of energy to create a magical civilization".
